Republican U.S. Congressman Paul Ryan talks to America's Morning News about the attempt to cancel the Obama Administration proposed Independent Payment Advisory Board (IPAB) which is a 15 member board of unelected Presidential appointees charged with control the growth of Medicare spending. If Medicare exceeds the predetermined growth rate, this board imposes restrictions on care and coverage beginning in 2014, rationing health care for seniors.
Paul Ryan is from the 1st District of Wisconsin, is the Chairman of the House Budget Committee and a senior member of the House Ways and Means Committee.
